At the end of 2014, Minnesota Governor and all-around people’s champion Mark Dayton signed a “Responsible Contractor” bill into law. It aimed to ensure that contractors take such quantum compliance leaps as having a federal tax identification number, obeying workers’ compensation and unemployment insurance requirements, not violating any municipality’s requirements for payment of wages, and not operating under false names or fronts.

The fact that these basic behaviors needed to be enshrined into state law in the 21st century is proof that the odds have not exactly been stacked against contractors over time. But still, they moaned.

Now, the state has decided to strengthen their Responsible Contractor bill. From regulation-hater Corie J. Tarara:

On April 21, 2016, Minneapolis passed Resolution No. 2016R-127, stating that, in order to be “responsible”, a contractor must verify that, for the past 3 years, it has not violated the requirements for payment of wages for construction work as provided by any Minneapolis ordinance, resolution, policy or contract.  Specifically, the contractor must not have had to pay back wages or penalties in excess of $10,000 on one or more projects during this 3-year period.  Further, the contractor must not have made any false statements in a verification of compliance submitted to Minneapolis during the 3-year period.

Gasp! Not only do you have to follow the law in order to take state money made up of human tax dollars, you have to have followed the law more than a couple times. Sorry, but if they can ask Hillary about something she said in 1986, they can ask you how you rolled pre-Adrian Peterson.
